Abstract: The Regional Colloquium of African Ombudsman Institutions is a forum&#xD;
convened by the Commission on Administrative Justice (CAJ) - Kenya’s&#xD;
Office of the Ombudsman. The colloquium is designed to mobilise&#xD;
strategies, partnerships and accountability frameworks with a view to&#xD;
catalyse public service transformation and advance good governance in&#xD;
Africa through information exchanges and sharing of best practices. The&#xD;
colloquium built on the successes of the Inaugural Regional Colloquium of&#xD;
African Ombudsmen held in September 2013 in Nairobi, Kenya. The 2013&#xD;
meeting held in September underscored the centrality of the institution of&#xD;
the Ombudsman in the governance processes of Africa.&#xD;
The second colloquium was held from 19th - 22nd February 2015 in Nairobi,&#xD;
under the theme“Securing the Ombudsman as an Instrument of Governance&#xD;
in Africa.” The objectives of the Colloquium were to:&#xD;
i. Strengthen the institution of the Ombudsman through sharing of&#xD;
information and ideas to promote good public administration in&#xD;
Africa;&#xD;
ii. Discuss ways of enhancing the development and strengthening of&#xD;
the Ombudsman in Africa;&#xD;
iii. Explore ways of developing a concrete framework for action and&#xD;
change strategies for the African Ombudsman; and&#xD;
iv. Provide a platform for benchmarking and networking.</description>

Abstract: There is a whole variety of mandates and roles of the ombudsman institutions and there&#xD;
is no one-size-fits-all model. In Finland the Ombudsman is a supreme oversight agency&#xD;
of legality elected by the national parliament. The scope of the Ombudsman’s oversight&#xD;
includes courts, authorities and public servants as well as other persons and bodies that&#xD;
perform public tasks. Private entities in general are outside of the scope, nor may the&#xD;
Ombudsman examine the parliament´s legislative work, the activities of parliamentarians&#xD;
or the official actions of the Chancellor of Justice.</description>
