The colloquium is designed to mobilise strategies, partnerships and accountability frameworks with a view to catalyse public service transformation and advance good governance in Africa through information exchanges and sharing of best practices. The colloquium built on the successes of the Inaugural Regional Colloquium of African Ombudsmen held in September 2013 in Nairobi, Kenya. The 2013 meeting held in September underscored the centrality of the institution of the Ombudsman in the governance processes of Africa. The second colloquium was held from 19th - 22nd February 2015 in Nairobi, under the theme“Securing the Ombudsman as an Instrument of Governance in Africa.” The objectives of the Colloquium were to: i. Strengthen the institution of the Ombudsman through sharing of information and ideas to promote good public administration in Africa; ii. Discuss ways of enhancing the development and strengthening of the Ombudsman in Africa; iii. Explore ways of developing a concrete framework for action and change strategies for the African Ombudsman; and iv. Provide a platform for benchmarking and networking. In Finland the Ombudsman is a supreme oversight agency of legality elected by the national parliament. The scope of the Ombudsman’s oversight includes courts, authorities and public servants as well as other persons and bodies that perform public tasks. Private entities in general are outside of the scope, nor may the Ombudsman examine the parliament´s legislative work, the activities of parliamentarians or the official actions of the Chancellor of Justice.
