Abstract: | The Commission received an anonymous complaint on 15th May, 2020 alleging abuse of power, unprocedural promotion, nepotism, creation of a non-existence position, tribalism in the composition of board members and irregular award of tenders at Ewaso Ng’iro North Development Authority. Pursuant to Section 8 of the CAJ Act, the Commission carried out investigations to ascertain the veracity of the aforementioned allegations. The Commission sought to establish whether the MD violated any laws, policies or regulations through the above allegations. The investigation team visited ENNDA Head Office and conducted interviews. In the process, documents relevant to the investigations were recovered. Investigations established that the allegation regarding creation of a Personal Assistant to the Office of the Managing Director under the current regime was unfounded. The other allegations of abuse of power, irregular promotions, and irregular recruitment that occurred during the previous MD’s regime (Omar M. Sheikh, OGW) were also unfounded. It was noted that the promotions that happened when the current MD (Eng. Ali Ibrahim Hassan) joined the Authority were found to have benefitted all the staff. In light of these findings, and among other recommendations, the Commission recommends that ENNDA should follow-up with the State Corporations Advisory Committee to have the career progression guide finalized for implementation and enhance proactive disclosure of information to reduce speculation within the organization. |
