Abstract: The Commission on Administrative Justice (CAJ) has a mandate, inter-alia, to investigate any conduct in state affairs or any act or omission in public administration in any sphere of Government and complaints of abuse of power, unfair treatment, manifest injustice or unlawful, oppressive, unfair or unresponsive official conduct. In this regard, the Commission undertook investigations into alleged dereliction of duty by various security organs and public officers in relation to the Garissa University Collage attack on the 2nd day of April, 2015. The following is a summary of the findings, analysis, conclusions and recommendations as informed by the investigations. i. General information regarding the 2nd April, 2015 GUC attack. ii.
