Abstract: | Summary of Findings, Conclusions and Recommendations i. The NSSF procured the services of MultiScope Consulting Engineers Limited to design work and cost the estimates for the Tassia II Infrastructure Development Project without a budget. ii. Advertisement for the Tassia II Infrastructure Development Project was done without a budget. iii. The NSSF Tassia II Infrastructure Development Project revised cost estimate of Kes. 5.053 Billion was not approved by the Board of Trustees as required by law. The alleged approval by way of email circulation was improper and irregular. iv. There was no formal Board meeting where members present could vote and/or make decisions regarding the approval of the contract as required by law. v. The quorum for the NSSF Board to be able to transact requires the presence of the representatives of the employers and employees in any such meeting. The employees’ representative was side-lined in the approval process. |
